These poor girls weren’t part of some clinical trial. Their “father” decided to give them Chemical X, and almost certainly against their will. Why else would he mix it with sugar, spice, and everything nice? To mask the flavor! There is no way he ran it past any ethics committee, and there could have been disastrous results. The man should be brought to justice. He was a monster.
I wouldn’t be surprised if he wasn’t really a professor at all! Let’s see some credentials!

Its far worse than that. After many rejections from Miss Sarah Bellum, the professor decided to use mad science to create himself the perfect woman. Unfortunately, the ingredient mixture was unstable, so now he has the worst of both worlds; all the responsibility of child rearing without the fun sexxy times of conceiving them. On top of all that, the little monsters have superpowers, so they break pretty much everything they touch.
The appearance of supervillains and other threats requiring superpowered good guys was just convenient timing.
